[It's mostly the fact his soul is falling apart. It's also that he has his own agenda and this has really, really fucked it up. He feels guilty for yelling at Usagi, and that shows in his expression and in the way he hesitates. But he goes on, seemingly unable to stop himself.]

That's not it! If people had gotten hurt... I'd never forgive myself! But I knew I'd fight with all my heart not to let that happen.
