[There are soldiers suiting up, under the watchful eye of a Chinese woman. She's about medium-height, and fit-looking. Her long hair is up in an ornate bun.]
Is the item set up to transmit yet? I want things to be clear. I do not do sneak attacks.
[A male voice off-camera mutters something that can't be heard clearly. The woman looks into the PCD. Her expression is stern, and her tone of voice is clipped, efficient.]
People of the outside. I am Colonel Bao Ying. I lead the soldiers in this world.
One of you, or more, took one of my men. He's dead, mudered.
You can make this very, very simple. You can hand over the culprit.
Or we can do this the hard way, and we'll be coming into your city for a little visit. We'll find them. It's your choice to cooperate or not. We won't kill innocents, but if anyone tries to start anything, we'll put it down.
You've got a half-hour to decide if you want to hand the guilty party or parties over or not. Then we come out there.
[A video-update twenty minutes later.]
You have been given twenty-four hours. Thank Negi. And discuss.

Clearly I'm not expecting that. You're not going to hand over an innocent. If you know who it is, then you know they're guilty. If you don't, then you can't hand someone over.

As it turns out, I have no information who is responsible, so my course of action requires no decision-making on my part. I had no idea any of this had transpired. Further complicating this is the accused killer's own account of what transpired. How can you disprove his claim that you killed your own man?

Then you have nothing to do and nothing to fear. I can't. You have the word of a Colonel you don't know against the word of a kidnapper who is trying to remain anonymous and get the heat off of himself.
But if I killed my own man, this would be pointless. Using a machine I've never used before to talk to people I know nothing about aside from short profiles on paper would be a waste of my time.

Actually, you have a lot more to offer than just your word. Allow our healer to conduct an autopsy on the body if he has not revived. Let someone who was not involved in the incursion see the video footage. Some of us have never attacked you or advocated attacking you.
Perhaps it was not you who killed that man, but how can you conclusively rule out all of those on your side of things? It seems possible that someone else there could have acted without your knowledge. Why would the kidnapper admit to the abduction but not the murder? Claiming self-defense would have been an easier excuse to offer than the story the kidnapper has given. If all parties in this case believe that they are telling the truth, then it becomes a more serious conflict. If the kidnapper is responsible for all of this, then proving it would make your job of reaching the kidnapper far easier.
[ooc: I looked back in the NPC journal, and I don't really see many posts from the PR guys, none recent. Am I missing something somewhere?]

He reconstituted. When someone's body is destroyed completely, they come back together in a 'safe' location. Who are you recommending to see the footage, and how would a safe passing of it work?
I can rule out every one of my men. That's what I did before speaking to the city. And the scientists wouldn't have any reason to kill a second lieutenant.
[[ooc: You're not missing anything. The PR department is a lie created by the upper echelon of the scientists. Bao Ying believes it exists and is active, because that's what she's got paperwork saying.]]

Of all of the people in residence here, I believe the woman called Unohana is trusted by the greatest majority. She is a powerful person, but she is very honorable. She would be someone that you could trust. If you would prefer to deal with an ordinary human being, I would volunteer myself. I was not involved in the incursion and I have no interest in protecting a murderer. Trust will undoubtedly be an issue here, so if there is someone else you find trustworthy, it would be worthwhile to hear your proposal.
The safest passing would work if the footage was deposited in a specific location for the other party to pick up. Then no one is put into danger through the drop.
As to the scientists, it seems difficult for us to dismiss them as suspects so easily. It seems that there are things that they do not tell you, considering these fictional PR meetings they claim happen.

A drop passing would be a good idea. How do you get information off of the PCD to put in a drop?
No scientists left the city. I checked that too.

If the information is on the PCD, you could simply send the file without needing to go anywhere. It is just a matter of encrypting it sufficiently.
If it was some suicide mechanism, then no scientists would have to leave the city in order to activate it.
