Greetings again. This time I have different questions, ones I don't think will be so... sensitive.

I've been asking some questions, since seeing the look of the outer area. It's far more run down than I was lead to believe. So I've been granted permission to use some of my men to assist some of the worse areas.

If you would be kind enough to state what areas need the most repair, that would help us to help you. Oh, and if there's a better time to show up at. Every suggestion will be weighed based on the giver; I'm not about to walk myself or my men into anything that even might be a trap. I'd suggest using the... filters? for your responses.

It is indeed a generous offer, Colonel Bao.

But I would be hard-pressed to tell you were to start. Apart from our own dwellings, we haven't really had the luxury of repairing anything. Most of the city is without a source of energy, and running water is a luxury.

I do have several questions for you as well, and so do others.

We use the river, and have been trying to locate underground water sources to make things more reliable. The heat wave was hard on us.

Those ... meetings that you have been told were happening ... Would there be any chance of knowing what was reported about us and why you were led to assume that they were genuine ? Simple observation of the network would have proven that none of these meetings took place, as they were never mentioned by any of us. And I do have reason to believe that the network is monitored, since the PCD come from people on your side.

You are right. Most of this place is in quite poor condition. The general lack of power and running water is a large problem. The streets are not in good states of repair in general, which makes transporting items difficult, though we are generally lacking in motorized vehicles.

There is a lot that could be done, but I am most familiar with the areas that I encounter regularly, which certainly doesn't cover the entire city. I could make recommendations based on what I know, but they would not be complete.

We don't have fuel for the cars we've got either, so I think that's something that can't be solved. Water and power, understood.

We cannot fix the complete city. We can help with areas that need it. What would you recommend?

[Attached is a map file with certain areas highlighted, mostly in the Southeastern and Southwestern quarters.]

These are the most highly damaged high-traffic areas that I am familiar with. Water and power would obviously be priorities as well.

The largest and most important point to work on in a township of this size are the roads. Naturally it's a large project and it'll require a lot of time and resources, but we'll be hard-pressed to do much of anything if there's no method of transporting materials to building sites. Wagons won't roll over the roads we have now.

Of course, if we're only looking at rebuilding a few things, the places of lodging and agriculture are going to be most important. Clean water is also an issue.

There aren't means to pull or push wagons, though, are there? I understand there are a few... colored cows... outside, but not many? Roads will go on the list, though.

Of course. Do you have the coordinates for particular spots? Water seems to be the biggest priority.

No, there's a distinct lack of horses outside of the undead and winged variety, but it's my understanding that they frighten some people, and others are unable to see them entirely.

It looked as though a few people were trying to put together a water tower during the drought, but they may have abandoned the project. It's at [x,y] and if it were finished, it would be a good deal of help, thank you. There is an orchard by the lake with soil fertized by the falling fruit, it grows rather rapidly. Perhaps if we could find the seed and find a way to till the land -- possibly using these fruit cows (if they have a steer variety) we could come up with some sort of community garden. Scavenging won't feed the littler mouths. Not well.

Again, a pleasure, Colonel. It's pleasing to know you have ties to the militia. I doubt ranks in my world count for something here, but I was a Knight-Captain in my homeland.

The bridges crossing the river in the northwest while are still stable are in poor condition and likely to collapse at any time.

However, it seems the largely the south part of the city is faring worse than the north. While there is a lake providing a source of water, the latest heatwave proved it is not always reliable. There is also no electricity in either the southwest or east. There's also some damage to the roads between the northwest and southwest and as one of the main clinics is located down in that area, it's very important it can be accessed at all times.
